Can I Cut 40pt Chipboard With A Personal Die Cutter?

I want to buy a custom made Ellison die and use it to cut smooth 40pt chipboard. Will I be able to get enough pressure on the die to cut chipboard with a personal die cutter? If so, what size machine can do this?
